Cohesive Vision Plan
One of the first steps for the Snelling & University Alliance is working to create a cohesive vision plan for hte neighborhood. We submitted an application for Ramsey County Critical Corridors funding in April 2025. Sign up for our mailing list to receive future updates!
Text of the Critical Corridors grant letter of support:
Dear Ramsey County
We would like to introduce the Snelling & University Alliance and ask you to support the Union Park District Council application for the Ramsey County Critical Corridors Planning Grant.
The Snelling & University Alliance is a collaboration between Union Park District Council, Hamline Midway Coalition, Midway Chamber of Commerce, and African Economic Development Solutions. Grant funding will be used to create a cohesive vision plan for the Snelling and University corridors.
Snelling and University is a key transportation hub, the heart of a neighborhood that is home to thousands of residents and businesses, and a gateway to Saint Paul for many visitors. However, the intersection is currently the center of a number of public safety, vacancy, and public health issues.
Neighborhoods around the intersection are represented by two city council members, two county commissioners, three state senators, and three state representatives. Snelling Avenue is a state-owned highway; University Avenue is a county road; Green Line and A Line Metro Transit infrastructure is the responsibility of the Metropolitan Council; other infrastructure and maintenance tasks belong to the city of Saint Paul. The Snelling & University Alliance was formed to join the multitude of voices into a collective community voice.
At the Hamline Midway Town Hall meeting in Fall 2024, elected officials and neighbors spoke about the need for more collaboration and a “forward-facing vision” for the neighborhoods surrounding this area. Coming together to meet this critical need for partnership and creating a vision for a stronger Snelling and University area will have positive effects for the entire city.
Creating a cohesive vision plan for the Snelling and University corridors will:

Be an opportunity for local residents and business owners to share their community values and vision for the neighborhood.

Bring together and create one cohesive plan from the numerous existing and overlapping plans including neighborhood, district, city, county, and state transportation, climate resilience, equitable development, comprehensive, and other plans.

Provide the neighborhood with a tool for catalyzing revitalization, encouraging further investments in the area, and inspiring and managing future development.

Guide and inform the future work of the city, county, state, and community organizations.
